The Ministry of Communications will open five new industrial parks in Russian regions in 2014

The Ministry of Mass Communications of the Russian Federation plans to open five new industrial parks in the regions of Russia until the end of 2014 . Industrial parks will be built under the program «Creation of the technology parks in the Russian Federation in the sphere of high technologies", which involves co-financing of the construction of industrial parks by the RF federal budget. Action program is terminated in 2014 , however, the regions that have received subsidies , should achieve high performance within a few years after the completion of the program. Thus, by 2018 they should be loaded at least 90%.

Nowadays in 11 regions of Russia 13 industrial parks were developed under the program of supporting the development of industrial parks from the federal budget, which created more than 17,000 high-performance workplaces. 8  industrial parks released their residents products worth more than 32 billion rubles having been operating since 2013. In industrial parks 704 high-tech companies were created on the results of 2013.

"The construction of all co-financed facilities is to be completed by end of this year. It is also applied to those regions of Russia, which entered the program in the last year " , - said the head of the Ministry of Communications of Russia Nikolai Nikiforov .

Recall that last year the Ministry revised the budget allocation under the program and introduced a competitive process for selecting participants. As a result, the transparency of the program has increased significantly, and the volume of the planned construction of facilities has increased too. Thus, in 2013 the total area of industrial parks amounted to 294,600 square meters. At the same time only in 2014 157,900 square meters will be handed over. In addition, the program includes two new regions - Moscow and Sverdlovsk region .

The program is completed in 2014 , but within a few years these regions will have to ensure the implementation of the economic indicators related to the development of an ecosystem of technology parks and efficiency of their work . Thus, by 2018 industrial parks should be loaded at least 90%, their budget efficiency shall be not less than 55% , while the share of exports in revenues residents - not less than 12 %.

Under the program in 2014 five new industrial parks will be opened in Moscow, Nizhny Novgorod , Penza, Sverdlovsk region and Togliatti. Two of them - in Moscow and Sverdlovsk region - will be built in universities: Moscow Physical-Technical Institute and the Ural Federal University.

The program "Creation of technology parks in the Russian Federation in the sphere of high technologies " is valid from 2007 to 2014 . During the program, Russia has already been granted more than 11 billion rubles for the purpose of co-financing of the construction of industrial parks. According to the plans, industrial parks should be established in Russia until the end of the program in the high-tech total area of over 400,000 square meters. More than 800 high technological companies are planned to be created in these parks, which will give 25 000 vacancies.
